Board Approves Annexation Agreements for Glen Crest Subdivision

The Village is catching up on expired annexation agreements, with sights on eventual incorporation.

The Glen Ellyn Village Board approved annexation agreements between the Village and residents in the Glen Crest subdivisions on Monday night.

The residents have been receiving a water and sewer connection from Glen Ellyn since an agreement was signed with the developer of the subdivision in 1975. 

While the former agreements expired several years ago, the Planning and Development Department has set a priority of updating the agreements this year at the direction of the Village Board.

Residents from the subdivisions in attendance at Monday's board meeting, worried about how the agreements and eventual annexation into Glen Ellyn would affect their taxes in coming years.

"It was quite threatening really,” one Glen Crest resident said of a letter he received telling him his water and sewer connections would be discontinued if he didn’t sign the agreement.

The average amount the residents will pay for the services is about $717 in the north subdivision and $692 in the southern subdivision each year.

“The village’s goal is to not provide water to users who are not a part of the village,” Village Attorney Stewart Diamond told the residents.

Planning and Development Director Staci Hulseberg told residents the soonest the village would move forward with plans to annex the properties into the Village would be next year.

The Village is creating a priority list for the annexation of unincorporated areas of Glen Ellyn, and told residents that some areas have requested to be annexed the by the village.

Diamond also pointed out to the Glen Crest residents that although their property taxes would increase in the annexation, they would receive a number of benefits, including a Glen Ellyn library card and access to Glen Ellyn Park District Facilities.
